Oshkosh Correctional Institution is the largest correctional facility in the state of Wisconsin consisting of 22 buildings, a population of approximately 2,000 inmates, and 510 employees. IBC Engineering Services was commissioned to provide a detailed conditions report and energy study of the existing HVAC equipment and systems, and provide sustainability focused short term and long term upgrade recommendations along with lifecycle costs analysis.

Proposed upgrades to the existing HVAC systems included adding air to air and/or runaround loop energy recovery, converting constant volume air and water system to variable volume systems, and adding variable frequency drives and new high efficiency motors. Existing control sequences were examined and optimized to maximize energy efficiency opportunities and increase overall comfort. Existing cooking and laundry appliances were recommended to be replaced with new high efficiency and energy star rated appliances.

Additionally, we provided complete energy modeling, calibrated to the facilities utility bills, for all aspects of the facility including HVAC, lighting, water, and building envelope. The final result was an Investment Grade Audit and Energy Assessment Report that was submitted and approved by the state of Wisconsin.
